of Main Features
Citizens
of the EU do not need work permits to get a job in Ireland. Nor do people
from Iceland, Liechtenstein, Norway or Switzerland
Work Permits : Status of
existing permit holders will not be affected New regime arrangements will
apply at renewal stage of existing permits
Employee or employer may apply
Job offer required stating job, salary, start date, qualifications/experience
needed
Employer must be registered with the Companies Registration Office and
the Revenue Commissioners and trading in Ireland.
Foreign National must have the qualifications, skills or experience required
for the employment
Foreign National must be directly employed by employer offering job
Applicant will pay the fee
Work Permits will not be granted if result would be that >50% of employees
in the company s would be non-EEA
Employee generally expected to stay with employer for one year on first
permit apart from exceptional circumstances
May change employer thereafter provided employment permit applied for
Work permits will be mainly for occupations in €30,000-€60,000 annual
salary range Only in exceptional circumstances for jobs with salaries
under €30,000
A strengthened labour market test will apply to all Work Permit applications:
Vacancies must be advertised with the FÁS/EURES employment network and
in local and national newspapers for three days
As previously, applications will not be considered for certain occupations
because it is clear they can be filled from within EEA

Differences between Green Cards and Work Permits
Green Card applications will not require a labour market test, whereas
Work Permit applications will
Green Card holders will be entitled to: Immediate family reunification
–while Work Permit holders must be legally in the State for one year with
income above a certain threshold before family reunification granted.
Green Card holders will be entitled to: Apply for permanent residency
after 2 years -Work Permit holders must wait for 5 years to be eligible
to apply
Green card permits will be available for most occupations with annual
salary €60,000 and over. Also available for a restricted list of strategic
skill shortage occupations at €30,000 to €60,000 salary -mainly within
the ICT, health, construction, financial services and S&T sectors
